In any society inventors make up 3% of population. These people aspire to the new, aspire to create. It is impossible to raise innovators artificially. However, we can create a region attracting innovators to come, work and live here.
Our purpose is to create not a place but a whirl constantly drawing in new ideas, new projects and new people. It would be great, if such new district of innovators appeared in Novosibirsk. Still, innovators without environment, without connection to it, are unable to produce breakthrough inventions. Necessary conditions are the participation of creative people and intensive interaction with education, culture, society and different fields of science. Though it is not possible to provide these conditions in one city, it is possible to make its space the most open. Only openness, involvement in world processes and understanding of unlimited human capacity and human contact can provide innovative development.
